Case: The operational plan as a tool for human resource planning in the health center “New Horizon” Overview The Health Center “New Horizon”, Alabama, presents a problem “sui generis” in the country; it is immersed in a high lead contamination, leading to serious damage to the health of the exposed population. It was created 8 years ago, in a population with high needs and multiple socioeconomic problems. Initially there were few staff; health staff and community were little commitment to their reality. There was dissatisfaction of internal and external users. The type of management was the classic one, with little community involvement. In this situation, the organization of human resources both internally and externally through an Institutional Operating Plan (IOP) was performance, which was developed entirely with active joint involvement of all staff of the Health Center, representatives’ community and 13 students from the Faculty of Medicine at University of Alabama. The motivation plan application was performed and awareness of health on the health situation and work through the hard work of health personnel, through the analysis of organizational culture, teamwork and leadership style. Health surveys were performed and home visits which allowed us to get a better understanding of the reality of the community, especially the problem of lead contamination in children’s. Visits took place between May-June 2004, with the support and coordination of the Health Center staff and community advocates. Weekly meetings were held with all local health committee and social organizations. SWOT analysis was used as a tool for problem identification and prioritization criteria matrix, problem analysis and formulation of major general and specific objectives; strategies were developed and annual programming matrix, with shared responsibility.
